Choosing the right tier and scope is the most consequential decision in the application.
Online Casino IGL
Covers online casino, slots, and live-dealer operations for players outside the Philippines. Government application fee: $50,000. The most common IGL category for B2C brands entering Asia.
Sports Betting IGL
Pre-match and live sports wagering under direct PAGCOR supervision. Government application fee: $40,000. Suitable for sportsbook operators targeting Southeast and East Asian markets.
Regulated Sports Betting IGL
Tighter player-protection rules and enhanced responsible-gambling obligations relative to standard sports betting. Government application fee: $40,000.
Bingo IGL
Online bingo operations under PAGCOR's Internet Gaming Licence framework. Government fees available on request from PAGCOR. Less common but a distinct licence category.
Phases to licence grant.
Philippine company incorporation
Weeks 1—4Domestic corporation registered with the SEC, two resident founders appointed, Manila office established, AML officer and corporate secretary engaged. PAGCOR requires a Philippine Domestic Corporation — not a branch or subsidiary of a foreign entity.
Document preparation and PAGCOR pre-filing
Weeks 4—8Full dossier compiled: gaming system documentation, business plan, AML/CFT framework, player protection policies, financial projections, and UBO disclosure. Pre-filing engagement with PAGCOR initiated to confirm readiness.
PAGCOR application review
Months 3—5PAGCOR conducts fit-and-proper assessment of founders and key persons, technical compliance review, and financial audit. Timely responses to PAGCOR queries are essential to maintaining the timeline.
IGL grant and operational launch
Month 5—6Internet Gaming Licence issued. 5% GGR franchise tax obligation begins. Monthly supervision fee and annual renewal payment schedule activates. RNG certification for games must be completed before going live.
Cost and regulatory
burden.
Year-one spend is dominated by substance — resident director, office, compliance officer, external audit — not the licence fee itself.
