01 — Is this right for you?

A considered route,
not a shortcut.

This jurisdiction rewards operators who treat the application as the start of a supervisory relationship.

A strong fit

When this is the right choice

Online sportsbook operators wanting an EU member state brand
The NBA Class B licence is issued by a European Union member state regulator, providing access to EU payment processors, EU banking relationships, and the reputational credibility of an EU-regulated operation.
Operators who can meet the €500K capital and €550K bank guarantee
Cyprus requires €500,000 minimum paid-up capital in the local entity and a €550,000 bank guarantee lodged with the NBA before activation. If you can meet these thresholds, Cyprus is a credible EU sports betting home.
Applicants who want fee protection on a rejected application
The NBA refunds 75% of the licence fee if the application is rejected — €22,500 back on a 1-year application, or €33,750 on a 2-year application. Very few jurisdictions offer this level of fee protection.
A poor fit

When to consider an alternative

Online casino operators — online casino is explicitly illegal in Cyprus
Online casino, including slots, table games, poker, live dealer, and virtual games, is explicitly prohibited under Cypriot law. The NBA Class B licence covers sports betting exclusively. Casino operations cannot be added to a Cyprus licence under any circumstances.
Operators who cannot meet the €500K capital or €550K bank guarantee
The capital and bank guarantee requirements are mandatory. There is no waiver or reduced threshold. Operators who cannot commit €1M+ in total capital requirements should consider an alternative jurisdiction.
Operators seeking a lower gaming tax rate than 13% GGR
Cyprus levies 13% of GGR — 10% to the state, 3% to the NBA. This is one of the higher EU sports betting tax rates. Operators with high-margin, volume-driven models should model the tax burden carefully before applying.
02 — Licence categories

Permissions under
one Act.

Choosing the right tier and scope is the most consequential decision in the application.

Class B Online Bookmaker Licence

The only legal online gambling product in Cyprus. Covers remote sports betting on fixed-odds and live events for players outside Cyprus. Online casino, poker, slots, live dealer, and virtual games are explicitly prohibited under Cypriot law. The NBA will not issue a licence covering any casino product.

Cyprus Corporate Structure

A Cyprus-incorporated company (Ltd) is required — the licensee entity must be domiciled in Cyprus. Minimum paid-up share capital of €500,000. A €550,000 bank guarantee (separate from G&S fees and the NBA licence fee) must be lodged with the National Betting Authority before the licence is activated.

03 — Path to grant

Phases to licence grant.

Corporate Formation

Week 1

Cyprus company incorporation with €500,000 minimum paid-up capital. EU legal structure with access to EU payment processing and banking. Registered office and local company secretary appointed.

Application Preparation

Week 2–3

NBA application preparation including AML/KYC policies, technical system documentation, responsible gambling framework, and fit-and-proper background checks on all directors and shareholders holding 10% or more.

NBA Submission & Review

Week 3–5

Application submitted to the National Betting Authority. NBA reviews all documentation and may issue queries requiring response. 75% of the licence fee is refunded if the application is rejected.

Bank Guarantee & Licence Activation

Week 5–7

€550,000 bank guarantee lodged with the NBA. Licence activated. Platform integration and technical compliance checks completed before go-live. Annual renewal obligations commence from activation date.

04 — Year-one economics

Cost and regulatory
burden.

Year-one spend is dominated by substance — resident director, office, compliance officer, external audit — not the licence fee itself.

Cost itemAmount
GSS Legal — Comprehensive package (company + licence) €70,000 one-time + €30,000/yr renewal
NBA government licence fee — 1-year €30,000/yr
NBA government licence fee — 2-year €45,000 (one-time for 2 years)
Minimum paid-up share capital (mandatory) €500,000
Bank guarantee lodged with NBA (mandatory) €550,000
Year-1 total (G&S fee + NBA fee + capital + guarantee) From ~€1.15M

The €500,000 share capital and €550,000 bank guarantee are mandatory government requirements — they are not included in Gofaizen & Sherle's service fee. The bank guarantee must be in place before the licence is activated. These figures reflect total capital deployment, not operating cost.

The EU sports betting licence built for sportsbook operators.

Cyprus's NBA Class B licence is a credible EU member state sports betting framework — but it is strictly for sports betting. If your product includes any casino, slots, or live dealer elements, Cyprus is the wrong jurisdiction. For a pure sportsbook operation targeting European markets, the NBA licence provides EU regulatory standing with a 4–7 week timeline.

05 — Common questions

What founders
ask before filing.

The questions we get on every diagnostic call. If yours isn't here, raise it in the consultation.

No. Online casino — including slots, table games, poker, live dealer, and virtual games — is explicitly illegal in Cyprus. The NBA Class B licence covers online sports betting exclusively. Any operator advertising or offering casino products under a Cyprus licence is in violation of Cypriot law and risks immediate revocation and criminal prosecution.
The NBA charges €30,000 per year for a 1-year licence, or €45,000 for a 2-year licence. If the application is rejected, 75% of the fee is refunded — €22,500 or €33,750 respectively. The fee must be paid at application stage and is not included in Gofaizen & Sherle's service fee.
Applicants must have a minimum paid-up share capital of €500,000 in the Cyprus entity. Additionally, a €550,000 bank guarantee must be lodged with the NBA before the licence is activated. These capital and guarantee requirements are not included in the G&S service fee and must be funded separately by the applicant.
Cyprus is an EU member state with a regulated sports betting framework under the National Betting Authority. The NBA Class B licence provides access to EU payment processors, EU banking relationships, and the reputational benefit of an EU-regulated brand. For sports betting operators targeting European markets, Cyprus offers a credible, established regulatory home with a 4–7 week timeline.
A 13% GGR tax applies — 10% to the state and 3% to the NBA — payable monthly on gross gaming revenue. Standard Cyprus corporate income tax of 12.5% applies to net profits. Cyprus's EU double tax treaty network can reduce withholding taxes on dividends and royalties distributed from the Cypriot entity.
